Permits in Estonia: What You Need to Know

As a filmmaker or media professional, you will be happy to hear that no general public permits are needed when filming in public areas outside the capital, Tallinn. However, film productions in commercial venues or busy parts of Tallinn, such as tourist areas or attractions, will need permission from the Tallinn City Government. Since your application will need to be submitted in Estonian, we highly recommend working with a local production partner like Estonia Fixers.
To film with drones use in any part of this north-eastern European country, you will need to adhere to strict regulations and obtain the required permits, however. This involves registering as an operator and providing an EU drone certificate if your drone weighs over 250g or has a camera. In addition, once the drone is in operation, you must fly it within visual line of sight, staying below 120 meters, and avoid airports and restricted zones.

When it comes to weather, the best time to film in Estonia is late Spring and Summer. Located on the Baltic Sea, our small country enjoys light, breezy springs and pleasantly mild summers. The average high summer temperature is around 18°C (64°F) to 22°C (71°F), though you should expect rain showers even when the sun is shining.
Winters and Autumns tend to be pretty cold. Winters in particular can be gloomy and harsh, with temperatures dropping to well below -5°C (23°F) during February, the coldest month. The low temperatures can also create ice roads, which is important for film crews to keep in mind when travelling between locations in Estonia. On the positive side, the heavy snow and frost across the medieval red rooftops of Tallinn and other historical cities and towns can transform all into stunning winter wonderlands, adding something very special to your Estonia video production.

Do I need a permit for drones?
Yes, Estonia is part of EASA (European Union Aviation Safety Agency), so all applicable European legislation applies. Additionally, if you plan to film within controlled airspace or near air bases, you will also need to apply for flight coordination with the Police and Border Guard Board (Politsei- ja Piirivalveamet).
Is there a cash rebate/tax exemption or any other fiscal advantage?
Yes, the Estonian Film Institute (EFI) offers a tax incentive of up to 30% to fictional films, TV films, documentaries and animations. To be eligible, at least 50% of your production costs must be spent in Estonia, with a minimum local spend of €200,000.
Can I shoot in a national park and, if so, under what circumstances?
To film part or all of your Estonia video production in one of our beautiful national parks, you must first apply for a permit from the Estonian Environment Agency (Keskkonnaamet), which manages protected natural areas. Your application must give full details of the project, its scope, and its potential environmental impact.
